Harry Brighouse writes that the Department of Education is considering relaxing requirements for No Child Left Behind, because so many school are now taking in new children displaced by Katrina.
Harry thinks this is a bad idea and proposes a reward system for those who take on the new students, as well as those who meet NCLB's testing and certification requirements.
